Public Authority opens fee-based enrollment to non-Kuwaiti students

The Board of Directors of the Public Authority for Applied Education and Training has approved a proposal to allow non-Kuwaiti students to enroll in its colleges and institutes for a fee, based on available vacancies and specific criteria, as reported by Al Rai newspaper.

Additionally, they approved a proposal to allow dismissed students, due to prolonged absences or low grades, to complete their studies at their own expense, also following specific controls and standards.

The Board of Directors of the Public Authority for Applied Education and Training held its 154th meeting for the academic year 2023-2024 on Wednesday.
The meeting was chaired by Dr. Adel Al-Adwani, the Minister of Education and Minister of Higher Education and Scientific Research, with the presence of Dr. Hassan Al-Fajjam, the Director of the Authority, and other council members.

Al-Fajjam stated in a press release following the meeting that the board approved the authority’s strategic plan for 2023-2028, which was developed in collaboration with the General Secretariat of the Supreme Council for Planning and Development and the Arab Planning Institute. This strategic plan aligns with Kuwait’s Vision 2035 for education and training.

He added that the “new promotion system for faculty members in colleges has been approved and will be implemented at the beginning of the second semester of the next academic year.”

Key features include a complete transition to an electronic promotion system to save time, effort, and money, and to prevent the loss of promotion documents.

The system allows the submission of promotion requests three months before the completion of the legal period and establishes a central committee to approve scientific production by identifying approved scientific journals for research publication. This ensures neutrality and objectivity and encourages scientific invention, with patents constituting up to 20 percent of the total scientific production for promotion.

The system also emphasizes governance principles of transparency, integrity, and accountability, holding applicants responsible for the authenticity and integrity of all promotion documents, and granting promotion committees the authority to refer for accountability and appreciate the efforts of committee members by reducing the quorum.

Al-Fajjam also stated that the board approved the immediate commencement of the Central Committee for Determining Scientific Journals following the issuance of its formation decision. Additionally, the board approved administrative accountability regulations for teaching and training staff, including the formation of one or more annual committees for evaluating members, to be implemented at the beginning of the next academic year.

Furthermore, the board approved the recommendations of the committee studying the placement of diploma holders from the training staff members in the authority, based on the Civil Service Council’s recommendation.

The council approved the promotion of 13 faculty members from various colleges of the authority and established an advisory committee to study certain scientific and academic topics, headed by Dr. Fayez Al-Dhafiri, a member of the Board of Directors.

Al-Fajjam concluded by thanking Chairman Minister Al-Adwani and the Council members for their cooperation and support in approving and implementing initiatives that serve the interests of applied education and training. He congratulated the teaching staff whose promotions were approved during the meeting and wished them success in their academic careers.
