Kuwait Bans Photography, Recording and Live Streaming at Airport

DGCA circular prohibits employees and airport operators from filming workplace facilities, security systems and aircraft movements.

The Directorate General of Civil Aviation (DGCA) has issued a directive prohibiting employees and all entities operating at Kuwait International Airport from taking photographs, recording videos, conducting live broadcasts or publishing restricted material from within airport premises.

According to Al Qabas, the directive was issued under Circular No. 60 of 2026 by Acting Director-General of the DGCA Engineer Saad Al-Otaibi on Thursday, November 5.

Under Article 1 of the circular, all employees and entities operating at the airport are prohibited from using mobile phones, cameras or any other technological devices to photograph, record or livestream from their workplaces.

The restrictions cover airport aprons, passenger terminals, administrative and technical buildings, and all facilities and premises belonging to the DGCA.

The circular also prohibits photographing or publishing internal documents and correspondence, as well as information relating to security procedures, security systems, inspection checkpoints and surveillance cameras. Aircraft movements and airport operational activities are also covered by the restrictions.

Protecting Airport Security and Privacy

The directive aims to safeguard the sensitive nature of Kuwait International Airport and its facilities, which are considered vital infrastructure.

The DGCA said the measures are intended to protect the privacy of airport employees and passengers, preserve the security of airport facilities and ensure the smooth functioning of operations.

Article 2 of the circular stipulates that any violation of its provisions will result in legal accountability in accordance with applicable laws, regulations and decisions in Kuwait.

Article 3 requires the directive to be communicated to all sectors and departments operating within the DGCA and Kuwait International Airport, with its provisions taking effect immediately from the date of issuance.

The circular is based on Decree-Law No. 15 of 1979 concerning Civil Service, the Civil Service System issued in 1979, Decree-Law No. 85 of 2025 promulgating the Civil Aviation Law, and Civil Service Commission Circular No. 2 of 2021 concerning the Code of Conduct for Government Employees.
