6 Public Parks in Cordoba area to enhance community spaces and greenery

The Municipality allocated six public parks in Cordoba, pending budget approval. The Injaz Market project faces low occupancy, prompting a proposed regulation revision for better use.

The Acting Director General of the Municipality, Eng. Manal Al-Asfour, announced the allocation of six public parks in the Cordoba area.

Eng. Manal Al-Asfour stated in a report set to be discussed by the Capital Governorate Committee in the Municipal Council that former Cordoba area Mukhtar, Abdul Mohsen Al-Hussaini, had requested a study on implementing the allocated parks in the area.

After reviewing the regulatory plan and individual plot layouts for the Cordoba area, the designated public parks in the area are as follows:

  • Plot 1: 2
  • Plot 2: 1
  • Plot 4: 2
  • Plot 5: 1

The Public Authority for Agriculture Affairs and Fish Resources confirmed that the parks in the Cordoba area will be incorporated into its design and implementation plans, subject to budget availability.

The municipality has fulfilled its role by allocating public parks within the Cordoba area as per regulatory plans, while implementation depends on budget availability from the Public Authority for Agriculture Affairs and Fish Resources.

Eng. Al-Asfour highlighted that the Injaz project, set to be reviewed by the Capital Governorate Committee, was approved by Municipal Council Resolution No. (MB/RO/260/7/2017) on August 21, 2017. The resolution allocated Al-Shabrat site numbers (1, 2, 3, and 4) within the former Livestock Market in Al-Rai to serve as exhibition halls for showcasing small business products and services. The project will also include essential facilities such as parking lots, restaurants, cafeterias, restrooms, gardens, children’s play areas, water features, and other necessary services to support its operations.

Furthermore, Eng. Al-Asfour added that the municipality has issued a bid for the management and operation of the Injaz Market project, replacing the previous Municipal Council decision. This bid is open to incubator companies registered with the National Fund for Small and Medium Enterprises Development. The winning bidder will be responsible for contracting with fund-supported entrepreneurs, allowing small and medium enterprise owners to benefit from the project.

As part of its vision to support entrepreneurs, the municipality has set the rental price for shops within the Injaz Market project at 5 dinars per square meter. With a total of 114 shops spread across 3 sheds, each shop measuring 11.2 square meters will have a monthly rent of 56 dinars.

The municipality’s follow-up and field inspections of the Injaz Market project revealed that most rented shops remain permanently closed, leading to weak demand and failure to achieve the project’s intended purpose. The lack of continuous operation and diverse activities has hindered the market’s ability to attract the public, which is essential for the success of any commercial, entertainment, or social initiative.

Municipal field visits and project follow-ups have highlighted that the Injaz Market has not been utilized effectively for its intended purpose. A significant number of rented shops remain permanently closed, resulting in weak market demand and an inability to achieve the project’s goals.

The success of any commercial, entertainment, or social initiative depends on attracting the public, which requires shops to remain operational and offer a diverse range of activities that align with supply and demand. Ensuring continuous activity and variety within the market is essential for its success.

To overcome the challenges identified during the implementation of the auction licensing process—mainly the permanent closure of most shops due to low rental rates and their misuse as storage spaces—the following amendments to the decision are proposed:

The site of Al-Shabrat numbers (1, 2, 3, and 4) within the Al-Shabrat Market (formerly the livestock market) in the Al-Rai area has been designated for exhibition halls to showcase and sell products based on activities and services outlined by the municipality to support the project.

Additionally, the site will include essential amenities such as parking facilities, restaurants, cafeterias, restrooms, landscaped gardens, children’s play areas, and water features.

Furthermore, at least 25% of the available shops will be allocated to small and medium enterprises to promote entrepreneurship and business growth.
