Kuwait launches citizen-first policy for contracts and assistance
The Civil Service Bureau announced that non-citizen appointment requests will be replaced by nominating qualified Kuwaitis from central recruitment waiting lists, with agencies required to submit needs twice yearly under a comprehensive plan.

Starting today, all government agencies must submit their job requirements twice per fiscal year through the integrated civil service system, with the Civil Service Bureau nominating qualified citizens to ensure appointments uphold merit, justice, and equal opportunity.
The Civil Service Bureau has issued a circular to all ministries and government agencies emphasizing that it will not accept applications to employ non-Kuwaitis under contracts or expert consultations if citizens registered in the central employment system hold the same academic specializations, Al Jarida newspaper reported.
The circular, issued in line with directives from His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah and Sovereign Decree No. 1676 of February 2024, states that in such cases, the request will be treated as an actual need, and qualified registered citizens will be nominated instead.
Starting today, all government agencies are required to submit their job requirements through the integrated civil service system twice per fiscal year, aligned with approved job titles and classified job groups. The bureau will nominate citizens based on their qualifications, ensuring that appointments meet the principles of merit, justice, and equal opportunity.
The twice-yearly submission of job requirements must consider graduates with agency-specific qualifications as well as the functional needs of all sectors before approval by the Civil Service Council. Agencies are required to appoint nominated candidates according to the financial grades approved by the Ministry of Finance, in accordance with the bureau’s regulations and circulars.
This measure aims to strengthen the employment of qualified national cadres across government agencies and ensure fairness in public appointments while supporting the objectives of the central employment system.
