The 2023-2024 plan outlines 55 policies and 130 projects for development

The State of Kuwait’s development plan included 55 general policies distributed across the entire ambitious development program that the country seeks to achieve with the activation of 35 development policies in the 2023-2024 annual plan, through projects supporting the plan, the number of which amounted to 130 development projects.

According to the follow-up report of the annual plan “2023/2024” issued by the General Secretariat for Planning and Development recently, which was reviewed by KUNA, the program to build a special international economic zone is considered the most important of these programs and projects.

This plan is based on several policies, most notably ensuring independent governance and oversight for the management of the economic zone, which has been activated.

The report indicated that the general privatization program, which is one of the programs on which the “New Kuwait 2035” vision depends, witnessed the activation of the policy of developing legislative and regulatory frameworks.

This is meant to increase citizens’ ownership in companies expected to be privatized, at a time when data shows that this policy is directly linked to the North Shuaiba Station project, which has reached a completion rate of 51 percent.

The step of privatizing “Northern Shuaiba” was expected for years to transform the role of government agencies from operator and producer to regulator and monitor.

It also aimed to give the private sector the opportunity to work through ownership or operation and management of facilities and production units in order to improve their production efficiency in a way that serves the general economy of the country.

The plan follow-up report also referred to the program to enhance a dynamic private sector, as five policies were activated by the end of the last quarter of the 2023/2024 annual plan related to 17 development projects that were implemented through 9 government agencies.

These included a project in the delivery phase, 7 projects in the implementation phase, and 9 projects in the preparation phase.

It was pointed out that there are 5 active policies in this regard, the most important of which is related to developing large-scale, highly efficient productive economies through developing sectors with economic priority, which includes the Al-Zour Refinery Project of the Kuwait Petroleum Corporation, a project that is in the delivery phase with a completion rate of 99.9 percent.

The report also mentioned that the program “Reforming health care service delivery systems and adopting modern treatment technologies and techniques” includes 10 policies including a project that has been completed, the new maternity hospital, 6 projects in the implementation phase, and 3 other projects in the preparatory phase.

The development plans included “Creating Environmentally Harmonious Living Areas” programme, which incorporated 5 policies, 4 of which were activated in the annual plan “2023-2024”, with 14 development projects implemented through 6 government agencies.

The most important aspects of these projects are increasing the percentage of energy production from renewable sources and improving the solid waste management system.

Consequentially, the completion rate of the first project reached 8 percent; the waste landfill rehabilitation project reached about 57 percent, and the solid waste conversion project into dry fuel, reached 20 percent.
