Sheikha Jawaher Al-Sabah champions cause of persons with disabilities

Assistant Foreign Minister for Human Rights Affairs, Sheikha Jawaher Al-Sabah, has highlighted Kuwait’s commitment to promoting the rights of persons with disabilities and ensuring their integration into all aspects of society.
Speaking at a training workshop organized by the Ministry of Foreign Affairs’ Human Rights Affairs Department in cooperation with the Economic and Social Commission for Western Asia (ESCWA), she emphasized the importance of creating a friendly, inclusive environment for persons with disabilities.
The workshop, titled “Integrating the Disability Perspective into the Work of Government Institutions,” focused on imparting knowledge and tools needed to implement inclusive policies across public institutions.
Sheikha Jawaher Al-Sabah stressed that these measures are part of a broader strategy to ensure persons with disabilities can access equal opportunities in the workplace and society at large.
Sheikha Jawaher pointed out that Kuwait’s efforts in this field are also reflected in the inclusive employment policy, which mandates that at least 4 percent of employees in state agencies be persons with disabilities. The policy applies to both public and private sectors, ensuring that legal frameworks support meaningful employment opportunities for all.
The Assistant Foreign Minister emphasized that these initiatives are aligned with Kuwait’s National Development Plan (New Kuwait 2035) and the UN Sustainable Development Goals 2030, particularly Goal 10, which focuses on reducing inequality. She also noted Kuwait’s voluntary pledges as a member of the UN Human Rights Council (2024–2026) and its continued commitment to the International Convention on the Rights of Persons with Disabilities, which the country ratified in 2013.
Sheikha Jawaher Al-Sabah further referenced international efforts, such as the Berlin-Amman Declaration issued by the Third World Disability Summit 2025, as benchmarks guiding Kuwait’s policies. She underscored that the workshop represents a practical step toward fulfilling the directives of His Highness the Amir Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah and the mandates of Law No. 8 of 2010, which promotes the rights of persons with disabilities.
The workshop brings together international experts on disability and representatives from various Kuwaiti government agencies. Participants are being trained on best practices to foster integration of persons with disabilities into workplaces, educational institutions, and community activities. The goal is to create equal opportunities and a more inclusive society that reflects Kuwait’s commitment to human rights and sustainable development.
Sheikha Jawaher concluded by reaffirming Kuwait’s dedication to empowering persons with disabilities, stressing that these efforts not only support individual rights but also contribute to the nation’s social and economic progress.
