Sheikh Fahad Al-Yousef’s reform seen as major shift in penal policy

There has been widespread support and optimism following the decision taken by First Deputy Prime Minister and Minister of Interior Sheikh Fahad Al-Yousef to amend certain provisions of Ministerial Resolution No. 81 of 1976, related to the executive regulations of the Traffic Law.
The amendment introduces a new Article (212 bis), which allows judges to impose alternative penalties instead of prison sentences for certain traffic offenses.
These alternatives include measures such as community service, in line with the law and its executive regulations.
Legal experts, Sharia scholars, security specialists, and civil society representatives welcomed the move, describing it as a “qualitative leap in penal policy.” They stressed that the introduction of community service as an alternative to imprisonment reflects a modern approach that balances justice with rehabilitation.
