Saud Al-Nasser Diplomatic Institute, Warba Bank sign MoU to advance diplomacy, national capacity-building
The signing comes as part of Institute’s broader efforts to institutionalize modern approaches to talent development in line with Kuwait’s strategic direction for human capital development as outlined in the “New Kuwait 2035” vision.

The Saud Al-Nasser Al-Sabah Kuwaiti Diplomatic Institute has signed a Memorandum of Understanding with the Warba Bank to establish an institutional partnership focused on designing and implementing training programs, as well as developing and strengthening the capabilities of national diplomatic personnel.
The initiative aims to enhance national competency frameworks in both the public and private sectors through an integrated institutional model grounded in quality and collaboration.
The signing of the MoU comes as part of the Institute’s broader efforts to institutionalize modern approaches to talent development in line with Kuwait’s strategic direction for human capital development and the alignment of public sector performance with regional and global shifts, as outlined in the “New Kuwait 2035” vision.
Ambassador Nasser Subaih Al-Subaih, Assistant Foreign Minister for the Saud Al-Nasser Al-Sabah Diplomatic Institute, said, “This MoU represents a step forward in modernizing the concept of diplomatic work in line with contemporary requirements. It reflects the integration of institutional development with national partnerships, and adds significant value by reinforcing Kuwait’s commitment to building agile institutions capable of representing the country confidently on the global stage, in accordance with international best practices.”
He went on to say, the “Capacity-building is a shared national responsibility, and this partnership serves as a strong institutional model where the private sector plays a direct role in advancing public sector efficiency.
“What Warba Bank is doing today goes beyond conventional support — it is an active contribution to shaping Kuwait’s future by enhancing its representational tools and the competencies of its diplomatic personnel,” he added.
For his part, Mr. Shaheen Hamad Al-Ghanem, CEO of Warba Bank, added, “We are proud to be the first strategic private sector partner of the Institute in this initiative.
