Reconnaissance Research is proud to announce the appointment of Dr. Maxime Izoulet, a distinguished French economist, to its Economic Affairs Unit. Dr. Izoulet will play a key role in advancing the center’s strategic research agenda, delivering deep analytical insights on global economic dynamics, with particular emphasis on structural forces shaping international relations.
Dr. Izoulet holds a Ph.D. in Economics from the prestigious École des Hautes Études en Sciences Sociales (EHESS) in Paris, where he studied under renowned economists Jacques Sapir and Alberto Bagnai. His research—centered on the accounting theory of money and finance—has been featured in several internationally peer-reviewed journals indexed by France’s National Center for Scientific Research (CNRS).
Speaking on his appointment, Dr. Izoulet said, “I believe institutions like Reconnaissance Research offer a rare and essential space for serious, independent thought. I am honored to contribute to its regional insight, strategic clarity, and long-view approach in a world too often driven by short-term noise.”
Dr. Izoulet begins his tenure with the publication of a timely and provocative paper titled: “At the Heart of Sino-American Relations: The Over-Financialization of the American Economy.”
In the paper, Dr. Izoulet argues that the U.S.’s heavy reliance on financial markets—at the expense of its productive and industrial base—lies at the root of the structural asymmetry emerging between the U.S. and China.
He explores how this over-financialization erodes domestic resilience, fuels global instability, and underpins the Trump administration’s strategic recalibration on trade, tariffs, and international alignments. His framework offers a powerful lens for understanding the contradictions between America’s global economic clout and its internal economic vulnerabilities.
Abdulaziz Al-Anjeri, Founder and CEO of Reconnaissance Research, welcomed the appointment saying, “We are confident that Dr. Izoulet’s expertise will enhance our mission to deliver high-impact economic insights to policymakers and global stakeholders navigating the intersection of economics, strategy, and geopolitics. His presence reflects our deep commitment to intellectual rigor and meaningful exchange—bridging Kuwait with global expertise and reaffirming the value of serious, independent thought.”
