Quarter century wait for Al-Shaddadiyah Industrial and Subhan zones

Industrial sources estimated the time that elapsed to complete the Shaddadiyah Industrial Zone project was 24 years, while the development of the Subhan Zone (Plot 4 Food) took about 21 years, since the dates of their allocation were 2000 and 2003.

The Public Authority for Industry recently announced that despite the 97 percent completion of the Shaddadiyah Industrial Zone, they feared the impact of the long documentation cycle to complete these important industrial projects on the industrial sector, especially since the allocation date of the Shaddadiyah Industrial Zone was 20 November 2000.

As for the project Plot 4 in the Subhan Industrial Area for food industries, a contract was signed with one of the companies last week to establish, complete, operate and maintain the infrastructure and basic part of the plot, even though its allocation date was a long time ago, 27 October 2003.

Sources wondered about the reasons that led to the inability of the “Industry” to complete the various sites that were allocated, and the delay in activating its powers towards completing those sites, in addition to the long documentation cycle for implementation, which caused a sizeable delay, as stated in the report by Al Qabas.

The large number of incomplete sites became clear, in addition to the slow pace of reclamation of new industrial areas and cities, most notably Al-Shaqaya Industrial and Al-Naeem, which led to the industrial sector being deprived of providing more industrial plots and creating new job opportunities. This was in addition to establishing new national industries, expanding other projects, and localizing giant industrial projects, which contribute to increasing the share of the industrial sector to the GDP and increasing non-oil revenues.

Regarding the areas of incomplete sites, industrial sources indicated that the deprivation of the industrial sector by more than 25.75 million square meters for years requires a solution, and is in violation of the industry law, which requires planning and equipping the infrastructure of industrial and craft areas and the necessary industrial services and public facilities, in cooperation with the relevant authorities.

Industrial service projects must also be prepared, designed, implemented, operated and managed directly, or in cooperation with the competent authorities, in addition to allocating the sites of industrial and craft plots and service sites within the region, in accordance with the systems and regulations approved in this regard, and finally managing, operating, developing and maintaining the industrial and craft areas, while providing the necessary services for them, maintaining them and establishing new industrial areas in cooperation with the private sector.

The total area of the development project of part of “Subhan Food” is 235,253 square meters and provides 69 industrial plots for localizing food industries to enhance food security, as the project is one of the development projects included in the government’s work program.

It is worth noting that the area of Shaddadiya City is 5.6 million square meters, and it was completed within 24 years and is awaiting delivery this year. It will provide 1036 industrial plots divided into 3 main sectors, 10 percent of the area for small and medium enterprises, 10 percent for foreign investors, and other various industrial activities, with different areas ranging between 1000 and 10 thousand square meters.

The Authority recently announced that the completion rate of the project to design, implement, complete and maintain the infrastructure works for the Shaddadiyah Industrial Zone has reached 97 percent, expecting the entire infrastructure works for the project to be completed during the fiscal year 2024-2025.
