Plant production subsidies to be disbursed electronically starting January 2026

The Minister of Electricity, Water and Renewable Energy, Minister of Finance and Acting Minister of State for Economic Affairs and Investment, Dr. Subaih Al-Mukhaizeem, has issued Decision No. 87 of 2025, mandating the electronic disbursement of subsidies allocated to farmers through an integrated digital system.

The decision stipulates that automated systems shall be adopted for the payment of support related to local plant production at sites affiliated with accredited entities approved and supervised by the Public Authority for Agriculture Affairs and Fish Resources (PAAFR), in accordance with the applicable regulations and resolutions, reports Al-Rai daily.

The new mechanism replaces the traditional paper-based process, following the successful completion of the automated linkage system, and will officially take effect on January 1, 2026. All relevant authorities are instructed to implement the decision within their respective jurisdictions.

Commenting on the decision, Abeer Al-Jassar, Deputy Director General for Administrative and Financial Affairs for Agriculture and Fisheries at PAAFR, said the move reflects the Authority’s commitment to digital transformation, facilitating farmers’ invoice registration, and preserving public funds.

Al-Jassar explained that, starting in 2026, farmers will be able to register sales invoices at approved marketing outlets in Wafra and Andalus, as well as other auction sites authorized by the Ministry of Commerce. Once the data is entered into the automated system linked to the Public Authority for Agriculture, the invoices will be returned to the farmers.

She added that the automated subsidy application aims to ensure speedy disbursement, accurate verification of invoices, and the elimination of fraud, thereby strengthening transparency and safeguarding public resources.
