PIFSS retirement pensions rules for women stripped of Kuwaiti citizenship under Article 8

The Public Institution for Social Security has issued a circular clarifying the mechanism for end-of-service notifications and the required documents to process retirement pensions for women whose Kuwaiti citizenship has been revoked under Article 8 of the nationality law.

The directive comes in line with Cabinet Resolution No. 863, adopted at its meeting on June 24, which addressed the insurance rights of women whose nationality was withdrawn, pursuant to Article 4/13 of Decree No. 15 of 1959 on Kuwaiti nationality and its amendments.

The Cabinet decision authorized the payment of retirement pensions to those who meet the eligibility requirements set out in Chapter Three of the PIFSS Law.

The circular noted that entitlement requires a minimum service of 15 years (excluding absence days) and reaching the prescribed retirement age of 50 years for women, reports Al-Rai daily.

To ensure swift processing and avoid delays that could harm those affected, the Authority instructed all employers to comply with earlier circulars governing retirement procedures and to provide fully completed end-of-service notifications supported by the following documents:

  • End of Service Notice Form (103) for the civil sector or Form (218) for the military sector.
  • Valid civil ID or valid stateless ID, and proof of new nationality if applicable, in addition to a birth certificate or age assessment.
  • Official decision of termination of service, including decisions on transfer, secondment, or loan during service.
  • A document listing any debts owed to government agencies that must be deducted from insurance dues.
  • Details of basic salary, social allowance, and children’s allowance (if applicable) for the last five years in the civil or military government sector.
  • A declaration of social status at the time of termination, supported by documentation such as children’s birth certificates, marriage or divorce certificates, death certificates, and a certificate of marital vacancy for unmarried daughters over 15 years old.
  • A detailed record of absence days in the civil or military sector.
  • A detailed statement of unpaid leave, including start and end dates, with supporting decisions.
  • A certificate confirming the validity of a license or permit on the date of termination for employers in the private and oil sectors.
  • An official statement from the last employer confirming that no new contract was signed with the person after the withdrawal of citizenship.
  • A copy of any service contract entered into after citizenship withdrawal, along with proof of its termination if applicable.

The Institution stressed that failure to provide complete data or the required documents renders the end-of-service notice legally invalid, preventing the processing of retirement procedures. It emphasized its readiness to fully cooperate with employers and to respond to all inquiries related to the implementation of this circular.
