PAM adopts new working hours mechanism for private school employees

In line with the state’s commitment to improving the work environment in the private education sector and ensuring the stability of the educational process, the Public Authority for Manpower (PAM) has announced the adoption of a new mechanism for calculating working hours for employees in private schools.

The move follows the approval of a proposal submitted by the Kuwaiti Federation of Private Schools, endorsed by the First Deputy Prime Minister and Minister of Interior, Sheikh Fahad Al-Yousef.

According to PAM, the decision was made after a comprehensive study conducted by the Authority’s specialized departments, which examined the unique nature of work within educational institutions.

Unlike other sectors, the school system operates based on scheduled class periods and requires the continuous presence of teaching and administrative staff throughout the school day to maintain smooth and consistent operations.

Based on these findings, a seven-hour workday without a break will be implemented, in accordance with Article (65), Paragraph (b) of Labor Law No. (6) of 2010, which allows such an arrangement for specific technical or organizational reasons, provided the total hours remain one hour less than the legal maximum.

The Authority emphasized that the implementation of this new mechanism marks a significant step toward enhancing operational efficiency in private schools, creating a more flexible and structured work environment that safeguards employee rights and supports the overall quality of education in Kuwait’s private sector.
