PAHW reports major progress in projects and services during first half of 2025

Omar Al-Ruwaih, Deputy Director-General for Public Relations and Development and official spokesperson for the Public Authority for Housing Welfare, announced the Authority made notable progress across various sectors during June, highlighting significant accomplishments in housing welfare projects and the services provided to citizens. He revealed that a total of 237,354 transactions were completed during the first half of 2025, underscoring the Authority’s strong performance and growing efficiency.
In a press statement, Al-Ruwaih reported that the South Saad Al-Abdullah housing project is advancing steadily. The contract for the main roads has reached a completion rate of 39.05 percent as of last month—exceeding the agreed-upon rate by 22.63 percent. He added that three infrastructure contracts related to 23,551 residential plots are still in the preparatory phase, with specialized technical teams actively working to initiate implementation, reports Al-Rai daily.
On the affordable housing project, Al-Ruwaih stated that two contracts have already entered the actual implementation phase, covering the construction of 3,345 homes. The first contract has achieved an 8.51 percent completion rate, while the second stands at 5.54 percent. Meanwhile, four additional contracts aimed at building 6,455 homes remain in the preparatory stage.
Progress is also being recorded in the South Sabah Al-Ahmad project. Al-Ruwaih noted that engineering teams are closely monitoring the implementation of four contracts in the area. The main roads contract in particular has reached 54.37 percent completion. Infrastructure development is moving forward as well, with one contract covering 7,623 plots reaching 10.69 percent completion, another involving 6,189 plots reaching 19.22 percent, and a third involving 6,568 plots reaching 6.69 percent.
In terms of public facilities, Al-Ruwaih revealed that the Authority is supervising the construction of 217 public buildings across six major housing projects. These include 92 buildings in Mutlaa City, 74 in the Affordable Housing Project, and 31 in South Abdullah Al-Mubarak, in addition to one building each in Saad Al-Abdullah City, Jaber Al-Ahmad, and South Khaitan.
Al-Ruwaih also pointed out that the number of “To Whom It May Concern” certificates issued to citizens for building permit purposes reached 32,341 by the end of June, representing a slight increase over the previous month. He added that the Authority signed six new contracts in June, including two for the completion of public buildings in Mutlaa City—specifically in suburbs N5, N8, N11, and N12. Another contract was signed to complete the second-block youth center in the Saad Al-Abdullah Residential City, alongside a contract to finalize asphalt surfacing works in Mutlaa.
Additional agreements included two consultancy contracts for managing, supervising, and maintaining infrastructure networks and public buildings in the N2 and N4 district centers in Mutlaa City.
Speaking on service delivery, Al-Ruwaih reiterated that the Authority completed 237,354 transactions during the first six months of 2025. He reported that the Citizen Services Department responded to 81,030 inquiries through the call center and completed 12,781 in-person transactions at reception centers. Furthermore, the department provided 143,543 services through the Authority’s electronic portal and the “Sahl” digital application.
Al-Ruwaih emphasized that the Authority remains committed to enhancing service quality and accessibility through digital transformation. In alignment with Cabinet directives, the Authority has successfully converted 30 services to electronic formats, all of which are now accessible through the “Sahl” app, allowing for faster processing and improved citizen experience.
