Over 30,000 engineering licenses issued in Capital and Jahra Municipalities
In 2024, Kuwait's Capital and Jahra Governorates issued over 30,125 engineering and 9,000 advertising licenses. The General Cleanliness and Road Occupancy Department tackled several violations.

The Municipal Services Licensing Department in the Capital issued 7,932 advertising licenses, with a significant portion dedicated to vehicle and shop advertisements.

Jahra collected 276,000 dinars in fines, while the Engineering Audit Department handled over 1,600 property-related tasks.
Kuwait Municipality’s annual statistical report team presented data for its sectors, featuring comprehensive statistics for the Capital and Jahra Governorates in 2024. The report highlighted the issuance of 9,130 advertising licenses and 30,125 engineering licenses.
The Municipal Services Licensing Department of the Capital Governorate Municipality issued a total of 7,932 advertising licenses in 2024.
These licenses included 3,154 new licenses, covering 9 rooftop advertising licenses, 977 shop advertising licenses, 1,884 vehicle advertising licenses, 34 canopy advertising licenses, 224 temporary event advertising licenses, 14 guidance advertising licenses, and 12 advertising and publicity licensing office permits.
Additionally, 4,778 renewal licenses were issued, comprising 59 rooftop advertising licenses, 1,303 shop advertising licenses, 3,119 vehicle advertising licenses, 73 canopy advertising licenses, 82 temporary event advertising licenses, 19 guidance advertising licenses, and 123 advertising and publicity office licenses.
The General Cleanliness and Road Occupancy Department recorded 139 orders for repairing abandoned or for-sale vehicles, issued 4,153 warnings, and obtained 1,290 pledges.
Moreover, they placed 19,861 stickers, registered 2,789 general cleanliness violations, and recorded 368 violations under Law 9/87. The department also documented 355 street vendor violations, handled 101 scrap vehicles, removed 2,112 abandoned vehicles, issued 572 certificates, and managed 66,908 waste disposal operations, including scrap waste, construction debris, and residential waste.
The department also issued 308 licenses across various sectors, including 19 licenses for children’s games, 90 licenses for restaurants and cafes, 3 licenses for car agencies, 38 licenses for tyre and auto electrical shops, 67 temporary licenses, and 91 licenses for other activities.
The Engineering Licensing Department issued a total of 20,867 engineering licenses, comprising 19,472 shop licenses, 10 canopy licenses, 26 agriculture licenses, 262 demolition licenses, 382 new construction licenses, 18 restoration licenses, and 697 modification and addition licenses.
Jahra
In the Jahra Governorate Municipality, statistics revealed that revenues from collected violations reached 276 thousand dinars in 2024. The Engineering Audit and Follow-up Department reported issuing 1,654 electricity connection letters and 770 electricity strengthening letters. Additionally, 1,032 description identification certificates, 6,462 supervision termination letters, 163 complaints, 181 violations, and 131 responses to the Building Department were recorded.
The Municipal Services Licensing Department issued 1,198 shop advertisement permits and 139 health licenses for shops. Meanwhile, the Engineering Licensing Department recorded 4 canopy permits, 15 agriculture licenses, 36 demolition licenses, 7,688 new building permits, 1,505 modification and addition licenses, and 5 restoration licenses.
The Department of Hygiene and Road Occupation reported 4,330 warnings, 4,497 pledges, and 12,340 posters issued. Additionally, there were 53 violations of Hygiene Law 9/87, 465 street vendor violations, 3,136 vehicles removed, and 527 violations recorded under Law 2023/354.
The Municipal Services Audit and Follow-up Department reported the removal of 8,728 shop advertisements and the issuance of 189 health requirement approvals for shops. Additionally, 63 violations were recorded for unauthorized area usage without municipal approval, 9 for opening a shop before obtaining municipal approval, and 70 for advertising license violations. The department also removed 362 encroachments on state property and recorded 54 violations in the engineering sector.
The Engineering Licensing Department reported issuing 9,258 permits, including 4 for canopies, 15 for agriculture, 36 for demolitions, 7,688 for new constructions, 1,505 for modifications and additions, and 10 for restorations.
