Non-Kuwaiti hiring requests to be approved only for genuine needs

Government agencies must define and submit their job needs to the Civil Service Bureau by October 1 to comply with the Civil Service Board’s decision to automatically integrate these needs into the bureau’s systems.

  • Requests to recruit non-Kuwaitis will be added to the agency’s requirements and must be fulfilled by qualified job seekers in the Central Employment System, according to Civil Service Bureau sources.

Ministries, agencies, and government departments have been informed that any requests to hire non-Kuwaitis on contracts or for expertise will be considered only if there is a genuine need. Such requests will be added to the agency’s list of requirements, which must be fulfilled by job seekers registered in the Central Employment System with the relevant qualifications, sources at the Civil Service Bureau told Al-Anba newspaper.

The sources confirmed that implementing the Civil Service Board’s decision to automatically add job needs to the bureau’s integrated systems requires government agencies to be prepared to define their job needs, which must be submitted to the bureau by October 1.

They emphasized that these controls aim to appoint qualified candidates from the national cadres on the waiting lists, ensuring justice, equal opportunity, and fairness in public job appointments across all government agencies.

The sources also noted that applying these controls requires developing a comprehensive plan that considers graduates with specialized qualifications, if applicable, alongside the actual job needs.
