New media regulation law marks a qualitative leap for Kuwait’s media system

Minister of Information and Culture and Minister of State for Youth Affairs Abdulrahman Al-Mutairi affirmed that the upcoming media regulation law will represent a qualitative shift in the development of Kuwait’s media system, paving the way for a more advanced and balanced media environment.

In a statement to Al-Qabas, Al-Mutairi said, “The law is in its final stages after the completion of its final draft in coordination with the Fatwa and Legislation Department.”

He explained that the new legislation will be comprehensive and integrated, encompassing all forms of visual, audio, and electronic media while keeping pace with technological advancements and future media trends.



Al-Mutairi added that the law will establish a clear framework for media content principles, aimed at strengthening professional responsibility and preserving freedom of expression within the bounds of national values and societal ethics. The goal, he noted, is to build a modern media system aligned with the goals of the ‘New Kuwait 2035’ vision.

Meanwhile, the Director General of the General Administration for Media Regulation at the Ministry of Information, Lafi Al-Subaie, previously told Al-Qabas that the law will introduce clear mechanisms for regulating advertising, ensuring proper conduct among advertisers and promoters.

He stated that the legislation will ban misleading advertisements and the promotion of unlicensed products, while requiring advertising companies and social media influencers to explicitly disclose paid advertisements and commercial collaborations.

Al-Subaie emphasized that these measures aim not to impose restrictions, but to set professional standards that ensure responsible media practices and improve the quality of content.

He also stressed that the Ministry is committed to ensuring the law focuses on principles of media content rather than punitive warnings, underscoring the need for all media professionals to understand and apply these principles with professionalism and integrity.
