New guidelines announced for Ashura ceremonies

Following a meeting between the custodians of Hussainiya and First Deputy Prime Minister and Minister of Interior Sheikh Fahd Al-Yousef, a coordinating committee announced new regulations governing Ashura ceremonies, in light of the recent developments unfolding at the regional level.
Minister Al-Yousef expressed his understanding of the requirements of Hussainiya rituals. Among the measures agreed upon is the allowance of home gatherings, provided attendance does not exceed 50 people and remains within the confines of the house, reports Al-Rai daily.
These gatherings must remain indoors, and the use of external loudspeakers or standing in prohibited areas is strictly forbidden.
It was also confirmed that financial and in-kind donations intended to support Hussainiya activities are permitted. After the tenth of Muharram, Hussainiya may either continue operating from schools or return to their original headquarters, on the condition that activities are confined within their walls and no external sound systems are used.
Cooking inside schools is allowed, provided that fire safety requirements established by the Kuwait Fire Force are met in Hussainiya kitchens. In mosques, religious recitations may be held at any time of day but must conclude by 9 p.m.
The Ministry of Interior will retain full authority over the organization and regulation of all Ashura-related activities, whether in schools, mosques, Hussainiyas or private homes.
During the first ten days of Muharram, Hussainiyas are not allowed to host public gatherings. Rituals may be broadcast live through electronic platforms, but without in-person attendance.
The committee expressed deep gratitude to Minister Al-Yousef for his responsiveness and support under the current exceptional circumstances and extended thanks to the leadership of His Highness the Amir Sheikh Mishal Al-Ahmad and His Highness the Crown Prince Sheikh Sabah Al-Khaled, praying for the safety and security of Kuwait.
