New digital platform will enable sign language avatars, boost e-inclusion: Dr Al-Huwailah

Minister of Social Affairs, Family and Childhood Affairs Dr. Amthal Al-Huwailah announced the upcoming launch of a groundbreaking digital initiative designed to enhance accessibility for people with disabilities in Kuwait.
The initiative — developed in collaboration with Microsoft — leverages the latest artificial intelligence technologies to improve access to government services and digital content for individuals with various disabilities, including visual impairments, dyslexia, ADHD, epilepsy, and motor or cognitive disabilities, reports Al-Jarida daily.
Dr. Al-Huwailah emphasized that this initiative is a result of the unwavering support and commitment of Kuwait’s political leadership, which has shown exceptional dedication to advancing the rights and well-being of people with disabilities.
The initiative introduces over 30 accessibility features that aim to adapt websites and e-services to global standards (WCAG), support Arabic language compatibility across accessibility tools, enable inclusive browsing experiences for individuals with special needs and include tools to support the deaf and hard of hearing, including translation into Arabic and Kuwaiti sign language.
A standout feature of the project is an interactive AI-based avatar that translates text and speech content into sign language using real-time animation. This technology allows content to be delivered in Kuwaiti sign language, facilitating instant communication for the deaf and hard of hearing.
The avatars appear beside content on websites and portals and offer smart synchronization with audio and text, adjusting for speed, volume, and interactivity according to the user’s needs.
Dr. Al-Huwailah stressed that the initiative is aligned with international digital accessibility standards, aiming to raise Kuwait’s standing in the United Nations E-Government Development Index (EGDI).
It also enhances integration across government and private sector platforms, ensuring people with disabilities can access public services without barriers.
This step represents a major stride toward digital inclusion, reflecting Kuwait’s broader vision for e-government advancement and a society where all citizens — regardless of ability — can participate fully and comfortably.
