New anti-drug era begins: ‘No leniency, no loopholes’; Kuwait preps for strict anti-drug enforcement

The Public Prosecution, under direct orders from Attorney-General Counselor Saad Al-Safran, has launched an extensive awareness campaign across its official platforms ahead of the enforcement of Decree Law No. 159 of 2025 on combating drugs and psychotropic substances and regulating their use and trade.

In a press statement, the Prosecution emphasized that this initiative goes far beyond a media announcement. It represents a clear message of responsibility and an unmistakable warning: the upcoming phase will be marked by absolute firmness and precise enforcement of the new law from the moment it takes effect, reports Al-Rai daily.

The campaign aims to explain the provisions of the updated legislation, which introduces unprecedentedly harsher penalties—measures the lawmakers deemed necessary in light of escalating threats posed by drug networks.

These penalties are designed to block every route that facilitates the spread of narcotics and to bring an end to all forms of manipulation around this issue.

The Prosecution stressed that the era of leniency is over. Those who endanger society—whether users who ignore treatment pathways or traffickers who profit from human misery—will find no refuge in legal loopholes.

The campaign specifically targets two key groups:

Drug Users — Through awareness messages outlining the consequences stipulated in the new law, users are urged to cease drug use and seek approved treatment programs, which the legislation recognizes as a protective alternative to prosecution.

Traffickers and Promoters — The Prosecution is issuing direct warnings that crimes involving trafficking or promotion will face severe and uncompromising penalties. “The hand of justice will reach anyone who trades in the pain of people and their children,” the statement noted.

Awareness Before Implementation — The Prosecution added that the campaign aims to educate the public before the law is enforced, ensuring society fully understands the depth of the legal reforms that will redefine the national response to drug-related crimes. The goal is to allow awareness to precede application and comprehension to accompany enforcement.

A New Phase of Decisive Confrontation — The statement affirmed that this awareness drive marks only the beginning of implementing one of Kuwait’s most significant legal frameworks in combating drugs. It signals a new chapter—firm, uncompromising, and focused—one that grants no grace period to offenders and leaves no room for exploitation of legal gaps.
