Municipality unveils new measures to protect state property, enforce legal compliance

Acting Director General of Kuwait Municipality, Engineer Manal Al-Asfour, affirmed that the municipality is constantly striving to rationalize spending, reduce unnecessary expenditures, and direct all financial resources toward serving the public interest through vital projects and essential services.
Al-Asfour stressed the Municipality’s full commitment to the regulations and laws governing the entitlement and disbursement of allowances.
The Kuwait Municipality, she added, has announced a series of initiatives aimed at strengthening oversight, improving services, and promoting national employment, while reaffirming its commitment to lawful financial management and urban development.
She added, a central team will be formed to monitor encroachments on state property, with a mandate to take immediate legal action against violators, reports Al-Rai daily.
Officials stressed that protecting public land is a priority, alongside adherence to all regulations governing the entitlement and disbursement of allowances.
The Municipality will conduct periodic reviews of employee allowances, ensuring they are linked to an employee’s actual place of work and discontinued when an employee transfers to a different location.
“Any financial disbursement directly impacts the municipality’s budget, and our role is to ensure it is made in full compliance with legal controls,” a spokesperson said.
Reaffirming the government’s Kuwaitization policy, the Municipality said it is working diligently to replace expatriate workers with national labor while focusing on training and developing the Kuwaiti workforce to enhance their skills and performance.
On the services front, the Municipality revealed that ongoing studies to add new public services—in coordination with the ‘Sahal’ team—will be announced soon.
Urban development is also high on the agenda. The Municipality’s vision for Kuwait City includes highlighting its cultural landmarks and creating a distinctive architectural identity.
Plans to develop and beautify the historic Abdul Razzaq Gate are currently awaiting approval from regulatory authorities, while the long-anticipated Mubarakiya Markets project is nearing the tender stage and will be implemented as soon as possible.
