Municipal Council reviews encroachments on state property, issues recommendations

The Municipal Council’s fact-finding committee held an expanded meeting to address the growing issue of encroachments on state property for commercial use.
The meeting brought together directors from the engineering audit and follow-up departments, cleaning and road occupancy divisions, municipal services audit and follow-up units, and safety departments across Kuwait Municipality’s governorate branches.
Committee Chairman Walid Al-Dagher said discussions focused on detailed field observations, methods to curb violations, and mechanisms to strengthen oversight and enhance the readiness of technical teams, reports Al-Rai daily.
He emphasized that the committee is working diligently and decisively to safeguard state property and will not hesitate to take all necessary measures to enforce the law and protect public funds.
Al-Dagher explained that the meeting concluded with seven key recommendations:
- Adopting the committee’s objectives and operational framework, including defining the geographical scope of inspections across municipal branches and governorates and establishing mechanisms for receiving complaints, observations, and official correspondence.
- Reviewing reports from the engineering audit and follow-up departments, cleaning departments, and road occupancy departments regarding encroachments and commercial misuse of state property.
- Hearing inputs from directors of relevant Kuwait Municipality departments, including Auditing and Follow-up, Shop Licensing, Hygiene, and Road Occupancy.
- Discussing procedures to be followed when unauthorized encroachment or exploitation is detected.
Enhancing coordination between the Municipality, Ministry of Finance, and Ministry of Commerce to address unlicensed activities on state property. - Identifying priority locations for field inspections, such as industrial areas, public squares, state-owned public property, and government lands used for commercial purposes.
- Setting a schedule for field visits and data collection.
