Municipal Council member calls for clear micro-mobility legislation

Al-Farsi welcomes move to regulate use of bicycles and scooters in Kuwait, seen as step toward safer urban transport

Municipal Council member Alia Al-Farsi has described the Kuwait Municipality’s decision to form a committee to draft regulations governing the use of bicycles and scooters as a positive and timely step toward organizing, what she called, micro-mobility in the country.

In a press statement, Al-Farsi said that a cordial and productive meeting with the Secretary of the Supreme Traffic Council, Brigadier General Khaled Al-Adwani, addressed legislative and technical frameworks for micro-mobility — covering bicycles, scooters, and similar modes of transport — particularly as complementary solutions to public transportation for first- and last-mile travel, reports Al-Qabas daily.

She noted that existing traffic laws are ready to be amended to accommodate these vehicles, provided there is effective coordination among relevant government entities, foremost among them the Kuwait Municipality, to designate appropriate areas and infrastructure for safe use.

Al-Farsi highlighted the importance of micro-mobility as a key element of modern urban transport, citing her participation in the Global Future Roads Forum, held as part of the Saudi Multimodal Mobility Exhibition in Riyadh.

She explained that, when supported by clear legislation, safety standards, and integration with public transport networks, micro-mobility can contribute significantly to reducing traffic congestion and improving connectivity within cities.

She warned that many people in Kuwait currently use bicycles and scooters without clear regulations, exposing themselves to safety risks.

Al-Farsi stressed that it is the responsibility of the state — through coordinated efforts by the Kuwait Municipality, the Ministry of Interior, and the Ministry of Public Works — to allocate suitable locations and establish the necessary regulatory and legislative controls to ensure safe and organized use.
