Municipal Council approves final master plan for 7-sq-km Al-Wafra economic zone
Major infrastructure and investment projects cleared in Technical Committee meeting; fuel station upgrades, drainage works and new service facilities move forward after approvals

Head of the Technical Committee at the Municipal Council Engineer Munira Al-Amir, announced the committee’s approval of the final structural plan for the economic zone in Al-Wafra, covering an area of 7 square kilometers, following a request submitted by the Kuwait Direct Investment Promotion Authority.
The approval includes adopting land uses and building regulations according to approved plans, allocating access roads to the zone and transferring them to the Ministry of Public Works, and ensuring coordination with the Environment Public Authority. The project will also consider the proposed railway link connecting Kuwait City with Riyadh and comply with environmental protection laws and regulatory requirements.
Al-Amir said the committee reviewed several economic, regulatory and service-related files during its meeting, approving multiple projects after detailed technical studies and coordination with relevant authorities.
The committee approved a request by the Ministry of Oil to amend regulations governing fuel stations operated by the Kuwait National Petroleum Company.
The amendment allows supporting commercial activities within stations, provided they do not exceed 20% of the total area.
Conditions include limiting buildings to one ground floor, providing on-site parking, preventing direct service access from surrounding roads and complying with requirements set by relevant authorities, including environmental, security and fire safety bodies.
Among other decisions, the committee approved allocating a 102,000-square-meter site in the Second Jahra Industrial Area for a sewage pumping station serving the North Kabd project, subject to submitting an environmental and social impact assessment approved by the Environment Public Authority.
The committee also approved:
- A rainwater drainage route in Fahaheel, Sector 6, extending about 1,120.5 meters, subject to technical studies and service committee requirements.
- The subdivision of land in Al-Shaab Al-Bahri (Plot 8).
- The annexation and purchase of state land for Plot 4 in the Al-Qibla area.
Final approval for Kuwait Finance House to reorganize part of Plot 14 in Al-Qibla, including compliance with traffic studies and provision of multi-storey public parking.
Requests related to relocating a service center on Mubarak Al-Kabeer Street and adding commercial activities to health institute licenses were referred to the executive body for further detailed study before final decisions are made.
Al-Amir stressed that the Technical Committee follows a comprehensive methodology that evaluates projects from technical, regulatory and environmental perspectives to balance investment growth, infrastructure development and protection of the public interest.
