Municipal Council approves amendments to hotel building regulations

The Municipal Council has approved the final version of the proposed amendments to Schedule No. 12, which sets out the requirements and specifications for hotel buildings across Kuwait.

Key changes include adjustments to minimum plot of land sizes — within Kuwait City, investment plots must cover at least 750 square meters, while commercial plots must be at least 500 square meters.

Outside Kuwait City, the minimum plot of land size is set at 1,000 square meters for investment plots and 750 square meters for commercial plots.

The amendments also specify allocations for public services. Plots smaller than 1,500 square meters within the city may dedicate up to 50 percent of the building area to public services, while larger plots can allocate up to 100 percent. Investment vouchers may see increases ranging from 40 to 70 percent, while commercial vouchers can increase from 70 to 100 percent.

Additionally, the changes permit hotels to apply to Kuwait Municipality to convert up to 25 percent of surplus or unused public hotel service areas into hotel units and related health facilities. Applications will be reviewed to ensure compliance with the general requirements of government agencies overseeing tourism.

These amendments aim to enhance the flexibility and development potential of hotel projects while maintaining standards for public services and tourism infrastructure.
