Minister Al-Fassam steps down after transformative tenure

Noura Al-Fassam, Kuwait’s Minister of Finance and Minister of State for Economic Affairs and Investment, has resigned following a tenure marked by dynamic reforms, tireless dedication, and major institutional changes.
Known in some circles as “The Engineer,” Al-Fassam was recognized for her relentless work ethic, driving internal organization and governance within the ministry as a foundation for broader economic stability, reports Al-Rai daily.
She believe in, if the ministry’s internal framework isn’t sound, the country’s economic machinery can’t function effectively.
Under her leadership, the ministry advanced from mere regulatory oversight to actively addressing long-standing stagnation in legislative frameworks.
She played a central role in activating sustainable sources of revenue to support Kuwait’s general budget and spearheaded transformative reforms in the state property management sector—one of the country’s most critical economic pillars.
In confronting Kuwait’s fiscal deficit, Al-Fassam’s strategy involved improving the state’s sovereign credit rating, boosting public revenues, and controlling the national budget.
These actions were aligned with the broader objectives of the “New Kuwait 2035” vision, which seeks to diversify the economy and reduce dependence on oil.
Even as regional and global challenges intensified economic pressures, Al-Fassam helped Kuwait take decisive steps toward diversifying income sources, curbing unnecessary public spending, and enhancing overall financial discipline.
