MC sets clear guidelines for nurseries, public facilities, and environmental safety

The Municipal Council has approved the updated requirements and specifications for nursery buildings across Kuwait, as part of the building regulations. The decision was made during the Council’s thirteenth regular session of the thirteenth legislative term, chaired by Abdullah Al-Mahri.
Under the new regulations, the basement area of nurseries cannot exceed 100 percent of the plot size, while multiple basements are allowed only for parking purposes.
Basements may also be used fully for nursery operations, including storage or plant cultivation, and part can be allocated for loading, unloading, or parking, reports Al-Jarida daily.
The ground floor ratio is limited to 50 percent of the plot, with the remainder permitted to be covered by light, removable, and transparent materials suitable for agricultural activities such as greenhouses, showrooms, warehouses, planting basins, water tanks, toilets, and rooms.
The Council also adopted flexible regulations for privately owned nurseries starting from 2,000 square meters, allowing ground floors to be divided into commercial units including showrooms, warehouses, and shops.
Showrooms may be linked only to the mezzanine or basement under precise spatial controls, with one commercial license issued for the connected unit, encouraging organized investment without affecting the agricultural character.
In other decisions, the Council:
- Ratified minutes from the second extraordinary Municipal Council meeting of January 26.
- Approved the Ministry of Electricity, Water, and Renewable Energy’s request to allocate part of a school site in Yarmouk (Block 3) for a transformer station.
- Supported proposals to assess public facilities for accessibility for persons with disabilities, applying the Kuwait Accessibility Code in new designs.
- Endorsed measures to relocate the landfill near Kuwait International Airport to safeguard aviation and reviewed audit observations on municipal landfill sites.
- Approved temporary surface parking allocation in Salmiya (Block 11) for the National Cyber Security Center.
- Approved Ministry of Interior requests for sites to establish a tower for the National Center for Vessel Traffic Systems (VTC), Search and Rescue (SAR), and Navigational Aids (ATON) on Awah Island.
- Rejected a proposal to build a public walkway in Al-Shuhada, citing standards of healthy city planning.
The new measures are aimed at modernizing nursery operations, facilitating investment, enhancing public safety, and ensuring compliance with environmental and accessibility standards.
