Lithuania-Kuwait, Exploring Opportunities Benefiting Both Nations

In a media interview last week, Ambassador of Lithuania to the UAE, and Non-Resident Ambassador to Kuwait, H.E. Ramunas Davidonis provided insights on Lithuania-Kuwait relations and future cooperation in various fields. He also elaborated on the recent Memorandum of Understanding (MoU) signed by the two countries with the aim of strengthening political consultations and developing bilateral dialogue.

What are the key areas of cooperation that Lithuania aims to develop with Kuwait following the signing of the Memorandum of Understanding?

We’re really excited about the possibilities opened up by the Memorandum of Understanding that was signed between the Ministries of Foreign Affairs of Lithuania and Kuwait, regarding continued political consultations, which will contribute to the development of bilateral dialogue. Lithuania and Kuwait share quite a few common priorities, especially around economic growth, investment, education, healthcare, and tourism. We see a lot of potential in working together on innovation, life sciences, and a few other areas. It’s early days, but we’re looking forward to exploring concrete opportunities that benefit both sides.

Were there any specific projects or initiatives discussed during the first round of political consultations? If so, could you share some details?

The first round was a great chance to exchange ideas. While nothing specific is finalized yet, we talked about a range of sectors like IT, financial services, cybersecurity, and agriculture, that is areas where both countries have strengths and ambitions. The mood was positive, and both sides are keen to keep the conversation going and hopefully move some of these ideas forward soon.

How does Lithuania view Kuwait’s role as a strategic partner in achieving mutual economic interests, particularly in line with Kuwait Vision 2035?

We really appreciate Kuwait’s Vision 2035 and its clear focus on diversification and innovation. Lithuania has been building a knowledge-based economy and a vibrant startup scene, so there’s a natural fit. We see Kuwait as an important partner, and we’re confident there’s lots we can learn from each other and collaborate on to support our long-term development goals.

In terms of cooperation on the international stage, were there any areas of alignment or shared positions discussed during the consultations?

Both Lithuania and Kuwait strongly support multilateralism and the rules-based international order. For Lithuania, defending sovereignty and territorial integrity is fundamental, that is why we strongly support Ukraine. As Vice-Minister Plepytė said during the consultations, we truly appreciate Kuwait’s support for Ukraine and have invited them to join us in development projects there, like rebuilding schools and supporting energy infrastructure. Overall, there’s a shared commitment to peace, stability, and working together in global forums.

Is Lithuania interested in exchanging expertise or launching scientific or medical exchange programs with Kuwait?

Yes, definitely. Lithuania values international cooperation, especially in science and healthcare, and we know Kuwait has similar priorities in improving social infrastructure. There’s good potential for joint research, education, and expertise exchanges that would benefit both our countries and deepen our partnership.

What can Kuwaiti investors and businesspeople expect in terms of opportunities in Lithuania? Are there any upcoming incentives or facilitations in this regard?

Lithuania is continually working to make investing easier and more attractive. The new ‘Investment Highway’ initiative is a great example. It speeds up key processes like land and permits, helping investors move faster. Plus, tax incentives through the Green Corridor and Free Economic Zones provide attractive conditions, especially for sectors like manufacturing, logistics, tech, and life sciences, areas that align well with Kuwait’s diversification plans. So, Kuwaiti investors can expect a welcoming environment and lots of support in Lithuania.

What are the next steps to activate and implement the provisions of the MoU? Has a date been set for the second round of political consultations?

The Memorandum sets a solid foundation for ongoing cooperation. Both sides are committed to moving forward with concrete steps and setting up mechanisms to ensure progress. While the exact timing for the next political consultations is still being worked out, there’s clear agreement on the importance of keeping the momentum and continuing our dialogue regularly.
