Kuwait’s Justice Ministry approves new electronic methods for legal notifications

The Minister of Justice, Nasser Al-Sumait, has issued a ministerial decision approving the use of new electronic methods for officially notifying lawsuits, judgments, and judicial documents.
This move aims to streamline legal procedures, enhance efficiency, and ensure secure and reliable delivery of notifications in accordance with the Civil and Commercial Procedures Law issued by Decree Law No. 38 of 1980.
The Ministry of Justice announced that Resolution No. 125 of 2025 marks a significant step in modernizing the judicial system and advancing digital transformation. Under this resolution, electronic notifications are now officially recognized through various platforms, including the (My Identity) app, (Sahel) and (Sahel Business) apps, registered emails with the Public Authority for Civil Information, emails recorded during litigation, web services, and text messages.
Al-Sumait added that this decision will significantly reduce the time needed for advertising procedures compared to traditional paper methods while enhancing reliability through secure electronic systems. This shift will ensure that advertisements reach recipients in a verifiable and efficient manner.
The ministry stated that the decision will take effect on the first day of the month after its publication in the Official Gazette.
