Kuwait’s Housing Authority finalizes infrastructure contracts for South Saad Al-Abdullah City
The Public Authority for Housing Welfare signed infrastructure contracts for South Saad Al-Abdullah City, covering roads, utilities, and substations. Implementation is progressing ahead of schedule.

The Public Authority for Housing Welfare signed all contracts, today, Monday, 3rd March, for the construction, completion, and maintenance of road works, infrastructure networks for residential suburbs, irrigation tanks, and substations in the South Saad Al-Abdullah City project.
The signing ceremony was attended by the Minister of State for Municipal Affairs and Minister of State for Housing Affairs, Abdul Latif Al-Mishari, along with Authority leaders, as well as the Ambassador of the People’s Republic of China to Kuwait, H. E. Zhang Jinwei, and his accompanying delegation.
The Acting Director General of the Corporation, Eng. Rashid Al-Anzi, stated in a press release that three contracts were signed with a local and an international company for road and infrastructure works across all city suburbs. The total contract value is 261,772,505 dinars, with an implementation period of 1,095 days for each contract.
Al-Anzi explained that the project includes defining the boundaries of 23,551 residential plots and implementing the first and second asphalt layers for all roads in the city’s residential suburbs. It also covers the installation of rainwater, sewage, irrigation, treated water, and fresh water networks, along with telephone networks, road lighting, traffic systems, and electrical cable culverts.
The Housing Corporation also stated that the contracts include the construction of 52 irrigation tanks of various sizes and 649 sub-electrical stations. It emphasized the commitment of engineering teams, under the supervision and follow-up of the Minister of Housing, to accelerating the implementation of the South Saad Al-Abdullah project, which is progressing ahead of the monthly contractual schedule.
The implementation of previously signed contracts is already underway, with infrastructure work on the main roads reaching 26% completion—17% ahead of schedule. This progress includes the installation of the rainwater drainage network and tunneling for the sewage system, along with the commencement of road lighting, retaining walls, sewage networks, and rainwater and treated water tanks in certain suburbs, following the established project timeline.
Moreover, the ongoing implementation also covers the construction of bridges, tunnels, and fresh and brackish water networks.
