
Kuwait’s Permanent Representative to the United Nations and other international organizations in Geneva, Nasser Al-Hain, strongly condemned attacks carried out by Iran targeting a number of Arab countries, particularly the Gulf states, which resulted in civilian casualties, including deaths and injuries.
In remarks to the Kuwait News Agency, Ambassador Al-Hain accused Iran of repeatedly violating international conventions and laws by targeting civilians and civilian facilities.
He said the Arab Group at the United Nations in Geneva held a meeting to discuss what he described as Iranian aggression, noting that the Gulf Group at the United Nations is also in continuous consultations to follow up on developments in the region.
Both groups, he said, have reaffirmed their unified position condemning the attacks and the targeting of innocent civilians and civilian infrastructure.
Al-Hain stressed that the Arab countries affected by the strikes are not parties to the ongoing regional conflict and have consistently pursued dialogue, mediation, and diplomatic engagement to ease tensions and promote stability. Despite these efforts, he said, their territories were still subjected to attacks.
He emphasized that targeting countries not involved in hostilities cannot be justified under claims of self-defense, noting that international law permits self-defense only in response to an armed attack against a state.
The ambassador added that the Arab and Gulf groups consider the attacks a serious violation of sovereignty and territorial integrity and contrary to international law, including the principles of the United Nations Charter.
At the same time, he affirmed that the affected Arab states retain the inherent right to self-defense under Article 51 of the charter.
Al-Hain also expressed deep concern over the targeting of civilian infrastructure, including airports and other vital facilities, which has placed civilian populations at risk and resulted in casualties, in violation of international humanitarian and human rights laws.
The Arab Group at the United Nations Human Rights Council has warned that such actions represent a dangerous escalation threatening regional peace and stability, calling on the international community to uphold the principles of sovereignty and territorial integrity and work collectively to prevent further escalation and protect civilians.
The group also voiced concern over what it described as attempts by Israel to exploit the current regional tensions to expand attacks on Lebanon and the occupied Palestinian territories, including violations of the ceasefire and military incursions that have continued to harm civilian lives and infrastructure.
