Kuwait unveils seven-step plan to address damaged tire challenges
Manal Al-Asfour, Kuwait Municipality’s Director General, stated that damaged tires must be transported from their sources to designated recycling plants in Al-Salmi, following contracts with exporters and the coordinates specified in the circular.

• Manal Al-Asfour, Kuwait Municipality’s Director General, stated that under Council of Ministers Resolution No. 1272, adopted on October 29, all licensed municipal waste carriers—whether solid, structural, or asbestos—must comply with regulations for transporting damaged and used tires.
In an effort to address the long-standing issue of ‘damaged tires,’ which has posed challenges for several projects, Manal Al-Asfour, Kuwait Municipality’s Director General, issued a circular outlining seven regulations to manage their transfer, according to Al Jarida newspaper.
Al-Asfour stated in the circular, a copy of which was obtained by the newspaper, that based on Council of Ministers Resolution No. 1272, adopted at its meeting on October 29 regarding the management of damaged and used tires, and to regulate the proper functioning of work related to the transportation of damaged and consumed tires, all licensed municipal waste carriers—whether solid, structural, or asbestos—who wish to transport such tires must comply with the following:
- Transport damaged and consumed tires from their sources, in accordance with contracts signed by the carriers with the exporter, to the designated recycling plants in the Al-Salmi area, as specified by the coordinates outlined in the circular.
- Carriers must adhere to the ‘competing’ tire transport statement prepared by the municipality and complete all required information contained in the document.
- The working hours for receiving damaged and consumed tires at the recycling plants in the Al-Salmi area are 24/7.
- In the event of non-compliance with the specified tire transfer requirements, fines and penalties will be applied in accordance with applicable laws and regulations.
- The carrier is required to submit a copy of the tire transport statement (competitives) to the municipality, specifically to the Department of Environmental Affairs in the Al-Masail area, behind the association, by the end of each month.
- It is strictly prohibited to transport damaged tires via unlicensed waste transporters, as authorized by the competent committee of the municipality responsible for licensing waste transport companies and institutions.
