Kuwait unveils Defense Strategic Plan 2025–2030 to strengthen national security

A major milestone and key pillar to modernize, enhance the Ministry’s performance and capabilities

At a ceremony held at the multi-purpose building in the Mubarakiya camps, Kuwait’s Minister of Defense and Acting Minister of Interior, Sheikh Abdullah Al-Ali Al-Sabah, proudly announced the launch of the Ministry of Defense’s Strategic Plan for 2025–2030, describing it as a major milestone and a key pillar in modernizing and enhancing the Ministry’s performance and capabilities.

The plan, he emphasized, is a direct implementation of the directives of His Highness the Amir Sheikh Meshaal Al-Ahmad, the Supreme Commander of the Armed Forces, reflecting unwavering political leadership support aimed at reinforcing Kuwait’s security and stability.

The event was attended by a host of dignitaries, including Deputy Chief of Staff Major General Pilot Sabah Al-Jaber, senior leaders from the military and administrative sectors, and representatives from oversight and regulatory bodies such as the Government Performance Follow-up Agency, the Anti-Corruption Authority (Nazaha), and the Audit Bureau.

Delivering a comprehensive presentation, the Undersecretary of the Ministry of Defense and Head of the Strategic Plan Preparation Team, Sheikh Dr. Abdullah Al-Mishaal, explained the plan’s core objectives, operational roadmap, and implementation mechanisms.

He described it as a future-oriented defense blueprint built on scientific foundations, designed to respond to rapid regional and global security shifts, while fostering institutional sustainability and excellence.

According to Al-Mishaal, the Ministry’s vision centers on leadership in strengthening the army’s defensive capability to protect Kuwait’s sovereignty. Its mission is to uphold national interests and deter aggression by constructing an integrated defense ecosystem, advancing human capital, and implementing cutting-edge technologies.

The strategic objectives of the plan are:

  • Boosting Kuwait’s regional and international standing through defense partnerships.
  • Diversifying income sources via investment arms, reducing dependence on oil.
  • Promoting governance, transparency, and fiscal efficiency.
  • Driving digital transformation, prioritizing cybersecurity.
  • Improving organizational performance and optimizing resource utilization.
  • Strengthening human capital through training, military education, and professional development.
  • Advancing infrastructure projects, including roads, facilities, and military assets.
  • The plan is underpinned by core values such as integrity, transparency, institutional excellence, accountability, and teamwork. It also involves collaborative partnerships with local, regional, and global stakeholders to ensure robust defense capabilities.

Al-Mishaal noted that the Ministry will follow a phased methodology involving planning, execution, and evaluation, reinforced by performance indicators and periodic assessments to ensure strategic goals are met. He described the plan as a qualitative leap, resulting from detailed studies and best global practices aligned with national priorities.

In a major development, Al-Mishaal also announced that the Ministry will open investment opportunities, including the establishment of military equipment and weapons factories, following the successful models of other nations. This move is expected to enhance the Ministry’s financial sustainability.

Additionally, he revealed that Ali Al-Sabah Military College will move to a new, modern facility in 2026. A draft law is also being finalized to allow the disposal of outdated military equipment and war remnants, signaling a further step toward modernization and efficiency.

Together, these initiatives position the Ministry of Defense at the forefront of Kuwait’s efforts to build a secure, technologically advanced, and economically sustainable defense establishment.
