Kuwait to implement major judicial transfers as part of Kuwaitization strategy

As part of the Supreme Judicial Council’s ongoing efforts to Kuwaitize the judiciary, significant transfers of judicial personnel are being coordinated between the courts.

According to informed sources, approximately 15 advisors holding the rank of court deputy are set to be transferred from the Court of Appeal to the Court of Cassation, reports Al-Jarida daily.

Simultaneously, more than 60 advisors from the Court of First Instance will be reassigned to the Court of Appeal as part of a broader restructuring plan. These movements are expected to take effect at the start of the new judicial year, scheduled for early October, and mark the initial phase of implementing the Kuwaitization strategy.

In parallel, the Public Prosecution is preparing to transfer around 50 of its representatives to serve as judges in the Court of First Instance. This transition is seen as a major step toward building a judiciary predominantly composed of Kuwaiti nationals.

The government’s proposed judicial regulation law recommends that the judiciary be fully Kuwaitized within five years. If passed, this would set a final deadline for the tenure of non-Kuwaiti judges serving in the country’s courts.

One of the key focuses of the Judicial Council’s Kuwaitization strategy is the Court of Cassation, where approximately 90 percent of judges are currently non-Kuwaiti. To address this, the Council is working to increase the number of Kuwaiti judges in the Cassation Court through strategic transfers from the Court of Appeal.

These reforms reflect a broader national initiative to localize vital sectors and promote the participation of Kuwaiti citizens in high-level judicial roles. The Council’s efforts align with the state’s vision for developing national competencies and ensuring long-term sustainability in the justice system.
