Kuwait tightens oversight on charity activities, foreign engagements

Charities must seek prior approval from the Ministry before signing contracts, agreements, or cooperation protocols with accredited foreign entities or UN bodies.

The Charity Societies and Endowments Department of the Ministry of Social Affairs, has issued a circular to the heads of registered charity organizations outlining strict guidelines for holding local events and activities.

Charity societies are now required to promote only their licensed charity projects through official websites or automated apps, if available. Advertising through social media platforms, classified ads, billboards in malls, public places, streets, and cooperative societies is strictly prohibited unless prior written approval is obtained from the Ministry and relevant authorities.

According to the circular, a copy obtained by Al Jarida, organizations have two weeks to remove all unlicensed advertisements.
Additionally, they must notify the Ministry at least two weeks in advance before holding any local activities such as workshops, campaigns, conferences, Quran circles, award ceremonies, charity markets, or exhibitions. This allows coordination with security agencies and the Ministry of Foreign Affairs to secure necessary approvals.

Charities must also seek prior approval from the Ministry before signing contracts, agreements, or cooperation protocols with accredited foreign entities or UN bodies.

Furthermore, the circular requires organizations to register on the “Safe Traveler” system and obtain Foreign Ministry approval before sending representatives abroad.
The Ministry emphasized that these measures aim to reinforce oversight of charitable work and ensure compliance with Law No. 24/1962, governing public benefit societies and clubs.
