Kuwait strengthens inclusive policies to empower people with disabilities

. . . from traditional care to comprehensive empowerment and full rights, providing a wide range of quality services -- monthly financial allowances, full housing support, advanced health and rehabilitation care, as well as education and employment opportunities tailored to individual abilities

Minister of Social Affairs, Family and Childhood Affairs, Dr. Amthal Al-Huwailah, highlighted Kuwait’s ongoing efforts to position itself as a regional leader in caring for and empowering people with disabilities.

Speaking to the Kuwait News Agency (KUNA) on the occasion of the International Day of Persons with Disabilities, observed this year under the slogan “Building inclusive societies for persons with disabilities and advancing the path of social progress”, Dr Al-Huwailah emphasized that supporting people with disabilities goes beyond legal obligations—it is a central pillar of the nation’s development strategy, reports Al-Jarida daily.

She explained that Kuwait’s approach has evolved from traditional care to comprehensive empowerment and full rights, providing a wide range of quality services.

These include monthly financial allowances, full housing support, advanced health and rehabilitation care, as well as education and employment opportunities tailored to individual abilities. Administrative procedures have been simplified, working hours reduced where necessary, and exemptions granted for medical supplies and specially equipped vehicles.

Dr Al-Huwailah also underscored the role of specialized teams in delivering home healthcare, physiotherapy, and overseas medical treatment when required, ensuring the highest quality standards.

She noted that the theme of this year’s international observance aligns with the Public Authority for Disability Affairs’ efforts to promote community partnerships, showcase the talents of people with disabilities, and support inclusive programs, exhibitions, and events.

The minister stressed that investing in people with disabilities is key to national progress, stating that the true advancement of nations is measured by their ability to provide all children with an enabling environment to learn, create, and contribute to society.

The International Day of Persons with Disabilities, celebrated annually on December 3, was established by the United Nations in 1992 to raise awareness, safeguard rights, and empower individuals with disabilities.
