Kuwait signs strategic pacts with Saudi Arabia, Qatar, Mongolia for social, economic coop

The State of Kuwait has formalized three key international agreements to enhance cooperation in social development, social insurance, and aviation services.
The official gazette Kuwait Alyawm has published two memoranda of understanding —one with Saudi Arabia in the field of social affairs and development, and another with Qatar on social insurance cooperation — as well as an air services agreement with Mongolia.
Under Decree No. 104 of 2025, Kuwait and Saudi Arabia committed to strengthening cooperation in social affairs and development, driven by a shared desire to reinforce fraternal ties and exchange expertise.
The memorandum emphasizes collaborative efforts in supporting productive family projects, micro-enterprises, and financial empowerment initiatives. It also includes areas of mutual concern such as the welfare of juveniles, the elderly, and children of unknown parentage.
The implementation will be facilitated through data exchange, professional visits, and joint events such as seminars and conferences. Strict confidentiality rules were outlined, and any disputes arising under the agreement will be resolved diplomatically. The memorandum will remain in force for five years and is renewable by mutual agreement.
Separately, Kuwait and Qatar have agreed to a comprehensive partnership in the field of social insurance. Represented respectively by the Public Institution for Social Security (Kuwait) and the General Retirement and Social Insurance Authority (Qatar), both parties aim to deepen bilateral cooperation in legislative development, research, training, and system modernization.
The memorandum covers a wide range of activities, including the exchange of annual reports, legal and investment expertise, risk management strategies, and insurance technologies.
It also supports cross-training initiatives, joint participation in scientific and technical events, and the use of remote communication technologies for staff development. Special focus is placed on digital transformation, inspection procedures, and improving operational efficiency in pension fund management and benefit disbursement systems.
In addition to these social cooperation memoranda, Kuwait signed an air services agreement with Mongolia. While details of the aviation accord were not extensively outlined, such agreements typically aim to enhance bilateral air connectivity, promote tourism and business travel, and ensure safe and efficient air transportation between the two countries.
