
Kuwait reaffirmed its commitment to achieving carbon neutrality by 2060 and presented its national strategy for economic diversification and sustainable development during the Shanghai Cooperation Organization (SCO) Energy Ministerial Conference, held on June 26–27 in Ningbo, Zhejiang Province, China.
Organized under the theme, “Innovation and Integration: A Dynamic Future,” the event brought together ministers, officials, and experts from SCO member states, observers, and dialogue partners, reports Al-Jarida daily.
Representing Kuwait at the conference, Counselor Abdulaziz Al-Dakhil from the Kuwaiti Embassy in Beijing highlighted the country’s unwavering support for the SCO’s objectives—particularly under China’s rotating presidency for 2024–2025, which designated this period as the “Year of Sustainable Development.”
Al-Dakhil underscored Kuwait’s dedication to environmental sustainability and energy transition, stressing its growing regional and global partnerships. He pointed to Kuwait’s strategic cooperation with China, especially following the July 2024 signing of a memorandum of understanding between Kuwait’s Ministry of Electricity, Water and Renewable Energy, China’s State Power Investment Corporation (SPIC), and the National Energy Administration.
The MoU covers renewable energy collaboration, clean energy infrastructure planning, and solutions to manage peak electricity demand.
He also noted the significance of a high-level Chinese delegation’s visit to Kuwait’s Shagaya Renewable Energy Complex in May 2025, which marked a milestone in the deepening bilateral partnership and reflected mutual interest in expanding cooperation in clean energy.
Al-Dakhil emphasized that Kuwait’s sustainability initiatives align with the SCO’s energy strategy through 2030, approved at the energy ministers’ meeting in Astana earlier this year. He described Kuwait’s experience in clean energy development, renewable projects, and smart city planning as a potential model for SCO dialogue partners and member states.
Concluding his speech, Al-Dakhil acknowledged the challenges ahead in achieving carbon neutrality but stressed that such a path offers valuable opportunities for innovation and international collaboration.
He reiterated that Kuwait, through its regional and global engagements, is steadily laying the groundwork for a sustainable and inclusive future.
