Kuwait, Russia discuss deeper cooperation in security and emergency response

Kuwait and Russia have discussed strengthening bilateral cooperation and exchanging expertise in security, emergency response, protection of vital facilities and infrastructure, and advanced technologies, including robots, drones, artificial intelligence, early warning systems and emergency-response solutions.
The discussions took place Saturday during a meeting between Assistant Undersecretary for Public Security Affairs at the Ministry of Interior Major General Hamad Al-Munaifi and Deputy Head of the Russian Ministry of Emergency Situations Roman Korinin, on the sidelines of the 16th International Exhibition of Security Equipment and Means (Integrated Security) in the Russian city of Kazan.
Korinin highlighted the importance of Kuwait’s participation in the international exhibition, saying such forums provide an important platform for strengthening cooperation and exchanging expertise among specialists from different countries.
Training and emergency response expertise
The Russian official outlined several proposed areas of cooperation, particularly the training of Kuwaiti personnel at educational institutions affiliated with Russia’s Ministry of Emergency Situations. He highlighted the specialized expertise and advanced technical and material capabilities available at these institutions.
Korinin also invited Kuwaiti experts and specialists to visit a new training facility in Kazan, which is equipped with advanced simulators and technologies used to train emergency and rescue personnel. The visit would allow Kuwaiti specialists to learn from Russia’s experience and benefit from its training capabilities.
The two sides also discussed Russia’s interest in Kuwait’s experience in protecting vital infrastructure from modern threats, as well as opportunities to exchange expertise and cooperate in the use of robots, drones, artificial intelligence applications, early warning systems and emergency-response technologies.
MoU proposed for 2027
As part of efforts to strengthen the legal framework governing bilateral cooperation, Korinin proposed preparing a memorandum of understanding between Russia’s Ministry of Emergency Situations and Kuwait’s Ministry of Interior. The memorandum could be signed during a planned visit by a delegation from the Russian Ministry of Emergency Situations to Kuwait in 2027.
Major General Al-Munaifi affirmed Kuwait’s readiness to continue developing cooperation and exchanging expertise with Russia in the fields of security and emergency response. He said such cooperation would help strengthen the capabilities of the relevant authorities while supporting the shared interests of the two countries and their peoples.
