Kuwait reviews driver permit rules for delivery companies
The initiative by the Public Authority for Manpower is a key step in efforts to alleviate street congestion and reduce traffic accidents.
• The project owner must submit an acknowledgment and undertaking to comply with the regulations governing cars, motorcycles, and drivers in SMEs, along with copies of the leased car contracts for the project, to the Public Authority for Manpower.
The Public Authority for Manpower is currently reviewing the procedures and regulations for granting the driver profession to companies involved in consumer order distribution, sources told Al Anba newspaper.
Sources pointed out that this initiative is part of efforts to reduce street congestion and minimize accidents.
It is worth noting that the Public Authority for Manpower issued a circular more than a year ago outlining the controls for granting the driver profession to companies involved in consumer order distribution. The conditions for owned or rented cars and motorcycles, particularly in small and medium-sized enterprises (SMEs) delivering consumer orders, are as follows:
- Each license is allowed to assign 1.5 drivers per car.
- The vehicle’s manufacturing year must not exceed seven (7) years.
- If a vehicle is not renewed within the specified period, the license’s need estimate will be suspended until the legal status is rectified.
- For leased vehicles, only joint stock companies in which the state directly participates, companies listed on the Kuwait Stock Exchange, and authorized car dealers with trademark agencies are approved.
- The manufacturing year for rented cars must not exceed three (3) years.
- The project owner must issue an acknowledgment of compliance with all established controls, including inspection procedures.
- A certificate of bank transfers for the cost of rented cars must be provided every six (6) months.
- A certificate of continuity from the leasing agency must be submitted every six (6) months.
- The rental period must be no less than one (1) year.
- An original rental contract for cars, approved by the agency, must be submitted.
- Vehicles must align with the nature of the activity registered with the Business Owners Service Need Assessment Unit.
- The responsible employee must review the car’s historical record every six (6) months.
- Motorcycles are approved for bicycle drivers, provided the manufacturing year does not exceed four (4) years, and approval from the Need Assessment Unit is required for employer services.
The project owner shall provide an acknowledgment and undertaking to comply with the controls and conditions related to cars, motorcycles, and drivers working in small and medium-sized enterprises. Copies of the leased car contracts for the project must also be attached.
