Kuwait revamps ministry structure and limits top positions
Each ministry will have one undersecretary, two assistant undersecretaries, and a new general manager role, while departments will be merged to eliminate duplication and streamline operations.

• • The ministries will retain supervisor and department head roles, with each entity assessing its needs, merging similar sectors, and optimizing operations to enhance efficiency and reduce costs.
All ministries have been directed to restructure, limiting each to one undersecretary and two assistant undersecretaries—one for administrative and financial affairs and the other for technical sectors, sources revealed to Al Rai newspaper.
The sources indicated that the plan aims to merge departments with similar specializations and eliminate duplicate ones, thereby streamlining the administrative structure to make it more practical and flexible. Additionally, a new position of general manager will be introduced, ranking above director but below deputy director.
The sources explained that the majority of the management structure will be maintained, except for departments that are merged or eliminated.
They further stated that the ministries will retain the positions of supervisor and department head, noting that each entity will assess its actual needs from its existing sectors and consolidate similar ones. This effort seeks to prevent duplication of responsibilities and establish a more efficient working mechanism that enhances productivity while reducing costs to the public fund.
