Kuwait reopens door for charity donations and projects under new regulatory framework

The Humanitarian and Charity Work Regulatory Committee held its fifth meeting today, chaired by First Deputy Prime Minister and Minister of Interior Sheikh Fahd Al-Yousef, with the participation of representatives from several government institutions.
The meeting forms part of Kuwait’s ongoing efforts to enhance the governance and efficiency of humanitarian and charitable activities, aligning with international standards and reinforcing the country’s prominent role in the global humanitarian arena, reports Al-Rai daily.
Key topics on the agenda included a new mechanism for regulating financial transfers, designed in accordance with recommendations by the Financial Action Task Force (FATF), as well as the draft of a new humanitarian work law intended to modernize the legislative framework governing charitable and humanitarian efforts in Kuwait.
In a significant development, the committee announced now the donations can be collected and charity projects also can be implemented both inside and outside the country. These activities will now operate under strict regulatory procedures set by the Ministry of Social Affairs to ensure transparency, oversight, and accountability.
The newly established procedures are intended to:
- Guarantee that aid reaches its rightful beneficiaries;
- Uphold donors’ right to clear information on how their contributions are utilized;
- Enshrine principles of governance and sustainability in charitable operations.
The committee affirmed that these reforms reflect Kuwait’s firm commitment to promoting transparency, efficiency, and long-term impact in its humanitarian endeavors.
