Kuwait reiterates commitment to combating terrorism and drying up sources of its funding

The State of Kuwait reaffirmed its firm and unwavering stance in combating terrorism in all its forms, stressing its commitment to eliminating sources of terrorist financing in accordance with international law and human rights principles.

Addressing the Sixth Committee of the United Nations General Assembly under the agenda item “Measures to Eliminate International Terrorism,” Diplomatic Attaché Jana Al-Dhafiri emphasized that the fight against terrorism is a collective global responsibility requiring strengthened international partnerships and coordinated efforts to build an effective global system capable of confronting this persistent threat.

Al-Dhafiri highlighted that Kuwait has taken concrete steps to align its national legislation with global standards. In June 2025, Kuwait introduced amendments to the Anti-Money Laundering and Counter-Terrorism Financing Law, ensuring full compliance with the Financial Action Task Force (FATF) recommendations and relevant international norms.

These measures, she explained, reinforce Kuwait’s commitment to implementing UN Security Council resolutions adopted under Chapter VII of the UN Charter, which target the financing and facilitation of terrorism worldwide.

She underscored Kuwait’s priority in building national capacities and raising awareness, describing it as the “first line of defense” against extremist ideologies. Over the past two years, Kuwait has organized numerous training programs and workshops in cooperation with national and international partners to enhance institutional preparedness and community awareness in counterterrorism efforts.

In this context, Al-Dhafiri referred to the Fourth High-Level Conference on Enhancing Cooperation in Counter-Terrorism and Strengthening Border Security Mechanisms, held in Kuwait in November 2024. The event, organized jointly with the Republic of Tajikistan and the United Nations Office of Counter-Terrorism (UNOCT), concluded with the adoption of the “Kuwait Declaration on Border Security and Management,” which serves as a strategic framework for reinforcing border protection and regional security cooperation.

She also expressed Kuwait’s pride in its active role as a non-permanent member of the UN Security Council, particularly in advancing initiatives related to global counterterrorism. She cited Kuwait’s contribution to the adoption of Resolution 2462 (2019), which criminalizes the financing of terrorism, and Resolution 2482 (2019), which addresses threats to international peace and security linked to organized crime and terrorism.

Al-Dhafiri further noted that Kuwait, along with the Netherlands and Turkey, co-chairs the Working Group on Foreign Terrorist Fighters under the Global Coalition to Defeat ISIS, focusing on the implementation of Security Council Resolution 2178 (2014). In parallel, Kuwait also co-chairs, with Kenya, the East Africa Working Group within the Global Counterterrorism Forum, contributing to regional capacity-building initiatives and technical cooperation to strengthen counterterrorism resilience.

Concluding her statement, Al-Dhafiri reiterated Kuwait’s condemnation of all violations of international law and the UN Charter that threaten global peace and security.
