Kuwait moves to restructure government agencies

As part of an ongoing national reform initiative, the Kuwaiti government has directed all ministries and affiliated entities to compile a comprehensive list of vacant leadership positions across state institutions. The move signals the start of a wider administrative restructuring campaign designed to modernize and streamline operations in government agencies.
According to informed sources, this reform includes a standardized leadership model for all ministries and authorities, consisting of one undersecretary, two assistant undersecretaries, and a director general for overseeing technical, financial, and administrative functions.
This framework is expected to address issues of overlap, improve accountability, and support strategic planning and performance.
In a related development, the Civil Service Council has approved the final organizational structure of the Public Authority for Persons with Disabilities, aligning with public demands and administrative modernization goals.
Key highlights of the approved structure include retention of the Director General post with the rank of Undersecretary; appointment of two Assistant Undersecretaries (Technical & Financial/Administrative) as deputies to the Director General, replacing the previous model of three deputies and creation of four new director-level positions for individuals with disabilities to supervise technical and administrative divisions.
Each of these directors will report to one of the two Assistant Undersecretaries based on their area of specialization.
Sources told Al-Rai that the revamped structure is based on a comprehensive technical study, tailored to reflect the real operational needs of the Authority and aligned with the government’s broader administrative modernization agenda.
