Kuwait marks two years of leadership under His Highness the Amir
. . . with steady reform and development

As Kuwait marks the second anniversary of His Highness the Amir Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah’s assumption of power and constitutional oath on December 20, 2023, the occasion stands as a milestone defined by tangible achievements and a clear vision for reform, development, and institutional renewal.
Over the past two years, national development files—many already completed and others progressing steadily—have reflected a unifying theme: His Highness’s forward-looking vision, guided by the experience and wisdom of a leader navigating complex challenges with confidence and resolve. This vision has sent consistent messages of reassurance and optimism, grounded in firm belief in Kuwait’s ability to reach safe and sustainable shores.

That vision was articulated clearly during His Highness’s address to the Kuwaiti people last Ramadan, when he called for patience during a period of reform and reconstruction. He emphasized that correcting past imbalances and addressing accumulated challenges required time, reassuring citizens that obstacles were being addressed and that achievements would soon bear fruit.
In the same address, His Highness issued clear directives to accelerate major development projects, particularly in health, education, and housing, alongside completing legislation that reflects the government’s commitment to protecting national interests and improving citizens’ quality of life.

He also stressed the importance of following up on agreements and memoranda of understanding to achieve strategic partnerships that serve Kuwait’s long-term goals.
This developmental approach was evident in His Highness’s foreign engagements, notably during his official visit to France in July, as well as meetings with visiting heads of state and leaders in Kuwait.
These encounters reinforced confidence in Kuwait as a reliable partner in advancing development and strengthening constructive international relations.

During the Paris visit, His Highness underscored the importance of supporting investment opportunities in key sectors, creating a competitive economic environment, transferring knowledge, attracting capital to support the national economy, and developing Kuwaiti human capital—particularly to create employment opportunities for youth.
Meetings were also held with senior French officials, representatives of the French Chamber of Commerce, and executives from leading institutions, including Gustave Roussy Hospital, where His Highness affirmed the importance of strengthening cooperation in the health sector to enhance medical capabilities, improve healthcare services, and raise the quality of life in Kuwait.

His Highness’s development vision has also placed strong emphasis on the oil sector. In October, His Highness received the Minister of Oil, the Vice Chairman and CEO of Kuwait Petroleum Corporation, and the CEO of Kuwait Oil Company, who briefed him on the discovery of the Jazah offshore natural gas field—a major achievement that recorded the highest production rate for a vertical well from the Minagish formation in Kuwait’s history.
His Highness praised the efforts of national oil institutions and encouraged continued progress, underscoring the sector’s vital role in supporting Kuwait’s economic stability and future growth.
In line with the leadership’s drive to attract global investment, Kuwait witnessed a series of high-level engagements with major international companies. Among the most notable was the opening of a fully operational BlackRock office in Kuwait, making it the first global asset management company to operate at full capacity in the country.
His Highness emphasized that this step would help expand investment avenues, strengthen the business environment, and encourage capital inflows.
Similar efforts were reflected in meetings held by His Highness the Crown Prince Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah, representing His Highness the Amir, with leaders of major global firms including Brookfield, Blackstone, Amazon, Microsoft, Google, Franklin Templeton, Goldman Sachs, and others.
These meetings focused on diversifying economic partnerships, transferring expertise and modern technology, and empowering Kuwaiti youth through training and knowledge exchange.
Goldman Sachs CEO David Solomon, during his meeting with His Highness, reaffirmed the company’s commitment to supporting Kuwait’s economic modernization programs and contributing to the goals of Kuwait Vision 2035.
Two years into His Highness’s leadership, Kuwait’s development journey reflects a steady and deliberate approach—balancing reform with stability, and ambition with realism. Through decisive leadership, international engagement, and a focus on human capital, the country continues to advance toward sustainable growth and renewed confidence in its future.
