Kuwait launches ambitious plan to modernize 250 laws by 2026

Kuwait’s national plan to modernize 25% of existing legislation aims to promote simplification, efficiency, and development across social, economic, and criminal sectors.

  • Kuwait currently has 983 laws, with around 181 laws, roughly 18%, already reviewed over the past nine months. The new plan is structured around three strategic axes each with clear performance indicators to ensure timely implementation.

The Cabinet held its weekly meeting at Bayan Palace, chaired by His Highness Sheikh Ahmed Al-Abdullah, Prime Minister. During the session, the Cabinet reviewed a visual presentation by Minister of Justice Counselor Nasser Yousef Al-Sumait on the national plan to modernize Kuwait’s legislative system, Al Qabas newspaper reported.

The plan aims to update approximately 25 percent of existing legislation—around 250 laws—by December 2026, promoting simplification, efficiency, and development across social, economic, and criminal fields.

The Minister of Justice noted that Kuwait currently has 983 laws, with around 181 laws, roughly 18 percent, already reviewed over the past nine months. He explained that the plan is structured around three strategic axes—social, economic, and criminal—each with clear performance indicators to ensure timely implementation.

Minister Al-Sumait highlighted that modernizing the legislative system is essential for improving the daily lives of citizens and residents, supporting the business environment, and strengthening Kuwait’s international legal commitments. He emphasized that the success of this national project depends on the coordinated efforts of state institutions and civil society.

The Cabinet also reviewed a visual presentation by the Minister of Electricity and Acting Minister of Finance, Dr. Subaih Al-Mukhaizeem, on the state’s financial status as of March 31, 2025, reflecting the position of Kuwait’s assets and liabilities.

The Acting Minister of Finance confirmed that the state’s assets continue to surpass its liabilities, highlighting the strength of Kuwait’s financial and economic position and reinforcing investor confidence.

The council noted that these positive indicators demonstrate the durability, stability, and solvency of the Kuwaiti economy. They contribute to attracting foreign investment, affirm the success of the state’s policy of economic openness, and support Kuwait’s efforts to become an attractive financial and commercial hub, while providing sustainable job opportunities for future generations.

The Council of Ministers also extended its sincere congratulations to the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz of Saudi Arabia, and to His Royal Highness Prince Mohammed bin Salman, Crown Prince and Prime Minister, on the occasion of the Kingdom’s 95th National Day.

Minister of Defense Sheikh Abdullah Al-Ali briefed the Council on a message from the President of the International Civil Aviation Organization (ICAO), praising the Kuwait Civil Aviation Authority for its progress in establishing an effective aviation security monitoring system and enhancing compliance with ICAO international standards. The authority will be honored with a certificate from the ICAO Council President during the opening of the 42nd session of the organization’s General Assembly in Canada.

The Council congratulated Minister of Defense and Chairman of the General Authority of Civil Aviation Sheikh Hamoud Mubarak Al-Hamoud, along with the Authority’s leaders, officials, and employees, for receiving this recognition from ICAO.
