Kuwait, Korea accelerate South Saad Al-Abdullah Housing City development
Cooperation with global housing institutions contributes to accelerating work on new residential cities, improving readiness for implementation, and introducing advanced urban development models aligned with Kuwait’s long-term housing strategy -- PAHW

As part of Kuwait’s drive to expand international partnerships and accelerate the implementation of new residential cities, the Public Authority for Housing Welfare has announced strengthened cooperation with the Republic of Korea to support housing development projects and reduce waiting periods for citizens seeking government housing.
In this context, the authority held an expanded meeting on Saturday with a delegation from the Korean Land and Housing Corporation, continuing negotiations on developing investment land within the South Saad Al-Abdullah Residential City project. The discussions fall under the memorandum of understanding previously signed between the two sides.
The PAHW said the meeting was attended by Acting Director General Engineer Rashid Al-Enezi and senior officials from the Korean corporation, as part of a series of coordination meetings aimed at enhancing international partnerships, exchanging expertise, and supporting national housing plans, reports Al-Qabas daily.
The authority noted that cooperation with global housing institutions contributes to accelerating work on new residential cities, improving readiness for implementation, and introducing advanced urban development models aligned with Kuwait’s long-term housing strategy.
South Saad Al-Abdullah City is considered one of the country’s largest and most strategic housing projects, given its vast, expandable area and its vital geographic location. The project offers promising investment opportunities for both the public and private sectors while playing a key role in providing thousands of housing units to meet growing demand.
According to informed sources, high-level directives have been issued stressing the importance of coordination between relevant government entities and the Housing Authority to speed up project execution and streamline administrative procedures.
The directives also emphasized unifying technical requirements and procedures across contracts and consulting offices, in order to prevent delays, reduce duplication of work, and resolve overlapping jurisdictions among government agencies.
Sources indicated that intensified efforts are underway to accelerate the completion of infrastructure works for residential neighborhoods within South Saad Al-Abdullah City, which includes approximately 24,000 residential plots.
Recently, the Minister of Municipality and Minister of State for Housing Affairs, Abdul Latif Al-Mashari, conducted a field inspection of the South Saad Al-Abdullah project, during which he reviewed the latest developments related to contracts and implementation progress.
PAHW revealed that four major infrastructure contracts are currently active within the project. The most prominent is the main roads and infrastructure services contract, valued at around 345 million dinars.
This contract includes the construction of the city’s main road network, notably the extension of the 6.5 Expressway by eight kilometers within the city boundaries, in addition to related infrastructure services.
According to the authority, the actual completion rate of this contract has reached 49.16 percent, exceeding the contractual schedule by approximately 21.76 percent.
Significant progress has been achieved in deep infrastructure works, including sewage networks, wastewater systems, and rainwater drainage, alongside the completion of 11 vehicle bridges out of a total of 29.
The project has also witnessed the start of asphalt paving works and the construction of 130 buildings designated for electrical substations, reflecting steady advancement across multiple components.
In addition, three separate contracts are underway to complete infrastructure works for residential suburbs, with implementation progressing faster than scheduled, reinforcing expectations that South Saad Al-Abdullah City will be delivered within targeted timelines and contribute effectively to addressing Kuwait’s housing needs.
