
Minister of Health Dr. Ahmed Al-Awadhi has approved new health guidelines to health facilities, salons, and beauty parlors, in what the ministry said to protect people from ‘health hazards’ and has issued a ban on tanning for minors and tattoo devices in these facilities.
The Al-Rai daily said, this is the outcome of joint cooperation between the Ministry of Health and the Ministry of Commerce and Industry, and reflects Kuwait’s commitment to raising the health standards and ensuring a safe environment in line with best international practices.
The new framework includes more than 130 requirements and covers prevention of infection, sterilization, environmental protection, radiation safety, and public health measures.
A joint committee from both the ministries will oversee monitoring and supervision to ensure compliance.
The key provisions of the new health requirements include:
Training & Safety: Health institutes must train instructors in CPR and lifesaving. A certified lifeguard must be present at all times.
Employee Health: All workers must hold valid health fitness certificates and refrain from working when suffering from skin or contagious diseases.
Swimming & Spa Safety: Specific standards for pools, saunas, jacuzzis, and steam rooms—including permissible chlorine levels — are mandated.
Cosmetic Products & Tools: Only licensed cosmetic products of known origin may be used. Strict sterilization rules apply; razor blades and sharp tools cannot be reused across clients. Permanent tattoo devices are banned in salons.
Youth Protection: Hair dyeing for children is prohibited, and tanning services are banned for those under 18.
Hygiene Protocols: Employees must remove accessories and jewelry while providing services.
The Ministry of Health described these measures as a “qualitative leap” in safeguarding public health, stressing that the guidelines form part of an integrated preventive vision aimed at elevating service quality in this vital sector and achieving the highest standards of safety for society.
