Kuwait completes initial phase of unified GIS for digital transformation
Reflects the Ministry’s commitment to modernizing infrastructure management, improving service delivery, and leveraging technology for national development – Dr Al-Mashaan

Minister of Public Works Dr. Noura Al-Mashaan has announced the completion of the foundational phase of the Unified Geographic Information System (GIS) project, a key initiative supporting Kuwait’s broader digital transformation strategy and the development of national geospatial infrastructure.
Dr. Al-Mashaan confirmed that the Ministry has successfully developed unified technical specifications for geographic data submissions, covering all technical sectors.
These standards were applied to 12 maintenance contracts during the first pilot phase, establishing a framework for consistency and accuracy in data management, according to news agencies.
The GIS project is part of a long-term strategic vision through 2026, which includes implementing these specifications across all ministry sectors.
A key component of the plan is the creation of a centralized Institutional Geographic Data Center, designed to manage and regularly update spatial data as a primary reference point for national planning and infrastructure development.
To support accountability and informed decision-making, the Ministry has launched an interactive digital dashboard that tracks the progress of ongoing projects and maintenance work in real time. This dashboard promotes the institutional use of GIS data in planning, resource management, and operations.
Additionally, the Ministry has adopted a field-based data integration mechanism, linking contract and work order information to GIS layers using a unified coding system, developed in collaboration with relevant internal teams.
To ensure data accuracy and system reliability, the Ministry maintains ongoing coordination with the Public Authority for Civil Information (PACI). This collaboration helps strengthen the integrity of the GIS system and reinforces Kuwait’s drive toward digitally enabled governance.
