Kuwait-China sign landmark agreement for Mubarak Al-Kabeer Port project
Relations of both nations are rooted in political trust, mutual respect and converging interests.

Kuwait on Tuesday witnessed the signing ceremony of the engineering, procurement and construction (EPC) contract for the Mubarak Al-Kabeer Port project on Bubiyan Island.
The contract was signed on behalf of the State of Kuwait by the Minister of Public Works, Dr. Noura Mohammed Al-Mashaan, and on the Chinese side by Chen Zhong, Vice President of China Communications Construction Company Limited (CCCC), under the patronage and in the presence of His Highness Sheikh Ahmed Al-Abdullah Al-Sabah, Prime Minister.

In a speech delivered on the occasion, His Highness the Prime Minister emphasized the depth of Kuwaiti-Chinese relations, describing them as rooted in political trust, mutual respect and converging interests.
He noted that the signing of the EPC contract reflects the shared political will of the two countries’ leaderships to advance bilateral cooperation and elevate relations to an advanced strategic partnership.
His Highness added that the ceremony coincides with the second anniversary of His Highness the Amir Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah assuming power, highlighting the leadership’s determination to translate national directives into tangible development achievements.
The Prime Minister stressed that the Mubarak Al-Kabeer Port is a strategic pillar of Kuwait’s economic development, enhancing the country’s role in regional and international trade and strengthening connectivity between ports, regional hubs and global supply chains. He said the project will support regional trade integration and expand economic cooperation.
At the national level, His Highness explained that the port plays a central role in achieving Kuwait Vision 2035 by diversifying the economic base, increasing sources of national income, creating quality employment opportunities and developing national capabilities in logistics, trade and related services.
For her part, Dr. Al-Mashaan said the signing of the contract marks the beginning of a new phase of constructive cooperation between Kuwait and China and translates bilateral agreements and memoranda of understanding into practical implementation.
She described the project as a major economic and logistical hub that will enhance maritime transport infrastructure and boost the operational capacity of Kuwait’s port network.
Meanwhile, Liu Xiang, Chargé d’Affaires of the Chinese Embassy in Kuwait, described the signing as a milestone in Kuwaiti-Chinese cooperation and a key contribution to the Belt and Road Initiative. He expressed appreciation for the Prime Minister’s direct support and close follow-up of joint projects.
Chen Zhong reaffirmed his company’s commitment to executing the project in accordance with the highest international standards, expressing gratitude for Kuwait’s trust and pledging to deliver the project with precision and efficiency.
The ceremony was attended by the First Deputy Prime Minister and Minister of Interior Sheikh Fahd Al-Yousef, Deputy Prime Minister and Minister of State for Cabinet Affairs Sharida Al-Moasherji, Head of the Prime Minister’s Office Abdulaziz Al-Dakhil, along with ministers and senior state officials.
